Bill Ray は、元・軍の遠隔視チームに所属し、 Ingo Swann や Joe McMoneagle らと一緒に遠隔視の任務を担ってきた人物。

その彼がタイトルのような証言をしている。タイトルの意味が分かりづらいが、遠隔視で

  • 定期定期にクレムリンの内部を訪れて、その様子を観察したり

  • イタリアで誘拐された米軍将軍の居場所を見つけたり

したが、その際に

  • クレムリンの内部で迷ったので、クレムリンにいた人に道案内を頼んだ。

  • 捕虜のいるイタリアの現場で、それがどこなのかを、時間を遡って 300年前にその付近にいた司教から聴き出した。

…という話。

退行催眠で同じような事例を過去記事(*1)で取り上げたが、それが遠隔視でもなされていたという証言になっている。OBE でも同様の事例がある。

実は、すでに同様の遠隔視の事例を取り上げている。遠隔視で UFO の内部を「観た」時に UFO 内にいた ET が、遠隔視されていることに気づいて反応してきた…という複数の事例(*2)。

相手が ET だから特別の能力があって、遠隔視での交流が可能になったという解釈がなされてきたが、Bill Ray のこの証言は、相手が普通の人間でもそれが可能だという話。

Bill Ray のこの証言に嘘は無いだろうが、リアルな事実ではない筈。遠隔視の演者が、ターゲットの周囲から情報を集める時に、「無意識が生み出した現場の人間」という具象的対象を経由することで、その情報集めが容易になったということだろう。ファイルやディレクトリという抽象的な構築物に GUI という具象の皮を被せることによって、素人にも PC の操作が容易になった…というようなもの。

Bill Ray はこのインタビューの中で、遠隔視を成功させるには、自分を変性意識状態と言われる特殊な意識状態に誘導する必要があると述べている。過去記事(*3)でも述べたが、そういった意識状態では周囲や自分自身をある程度まで自在に変化させることができる（もちろん主観的な幻想でしかないが）。

一定の資質さえあれば、ある程度の訓練によって誰にでも可能になる。実際、私自身も体験ずみ（自分の性別や体格、容貌程度なら自在に変えられるし、扉の向こうに未知の世界を作り出して訪れることもできる。できの悪い PC ゲームと同じなので、もう馬鹿らしくてやらないが…）。

雑に言えば、これが高等魔術や密教の観相で生じていること。要は表層意識が自身の深層意識を操って幻覚を生じさせている。DMT や LSD では幻想が暴走するだけで、その制御はまず無理。

機序は不明だが（脳のバグだと推測するが）、深層意識は稀に ESP 現象を引き起こすことがある（らしい）。そのため、高等魔術や密教の修行によって無自覚の幻覚を生み出すだけではなく、それに関連した ESP 現象も付随することがある（らしい）。それが密教修行者がいう通力（験）とか、高等魔術でいう「魔法」になる。遠隔視はその現象を利用している。

密教も高等魔術も、仏教の奥義だの、カバラの真義だのと有り難い御託（＝タワゴト）まみれになっているが、それらは修行者が如何にも尤もらしく思い込むための箔付け（＝プラシーボ効果）の役割を果たしている。

One thing that ERVers are reported to be able to do frequently is interact with people who are at the target site. So they'll be viewing the site, they'll see somebody there, and they'll be able to go up to that person and ask them a question and get an answer. And presumably, since they're not physically there, this would be like some kind of telepathy with the other person's subconscious, perhaps, or a way of giving yourself permission to receive certain information or something like that. Uh, quite frequently. It was one of the advantages of ERV. I think it's possible in CRV, we just haven't figured it out yet. You do it to some extent in stage four, but it's more or less grasping the emotional state of all the people at the site. But at the site, they had me working. (0:40:21)

You're not supposed to know where you're going because of imagination and all that. So it's usually at least single-blind the viewer and quite frequently the monitor has no idea where you're going. I eventually figured they were sending me to the Kremlin once a month or twice a month just to monitor, see what was going on. It's fairly easy to recognize the Kremlin. Right. All you do is, this is the Kremlin. I didn't let them know I knew. (0:40:46)

And I met, there was a three-star general there named Urey, who was a grandfather I quite liked, and I would kind of sit in with him in the meetings. But I went there one time, I think Gene Lessman was the monitor. And I got there and I got to the building, no problem. I couldn't find the room. (0:41:12)

And I had never had that problem before. And I probably was overthinking it. But now I'm psychically going through the halls of the Kremlin trying to find this room. (0:41:16)

And I can't. And Gene finally says, Bill, ask somebody. Okay. So I went down, there was a kiosk there and they were serving tea and pastries. So I went up and there was one guy sitting there. And I said, look, I need to get to this room. He said, can you tell me where it is? And he says, not allowed. (0:41:44)

You can't go there. I said, no, it's okay. And so I'm, I'm arguing with him that he can tell me where it is. And he's telling me it's not allowed. You can't go there. Don't. So I leave him and there's another guy standing there. And I say, I need to find this room. He said, I'll take you right over here. (0:42:04)

So two different people, two different psychics. And one was, no way was he going to violate security. And the other, yeah, I'll help you out. But, and a lot of times, I'll give you an example of Joe McMonigle. One of the sites he did when, when General Dozier was captured, they were trying to figure out where General Dozier was being held. General Dozier was an American general who was in Italy and was kidnapped for a while by terrorists. And he eventually was recovered. (0:42:40)

Right. He was actually not to remote viewing, but we could have, but so he was a, he was a brigadier general. He was in Verona and had been kidnapped by the Rotterbagata, the Italian terrorist group. And this was before my time, but I read the reports. And actually, DIA had some civilian remote viewers flew into Italy and was trying to help them find him, was running all around. (0:43:13)

At the time, the civilian remote viewers were very overrated, I think. But Joe was back at Fort Meade and he came up with, find the place. So Joe went and actually found where Dozier was. But the problem is, where is he? Well, he's here, but where are you? So Joe had to figure out a way to find out where he was. (0:43:44)

So he finally came up with Padua, Padilla, which is actually the correct answer. But asked Joe one time, how'd you come up? How'd you find that out? And he said, well, I went back 300 years, found a church bishop and asked him who he was. And he said, I'm the Archbishop of Padua, Padilla. So not only did he go back 300 years, then he made contact with somebody who told him who he was, which creates a lot of interesting ideas about the time and how it works. (0:44:11)
