The summer of 1952 is perhaps most famous in ufology for a flap of sightings around the capital in the last half of July. This event, sometimes called the Washington merry-go-round or Washington National Sightings, involved multiple targets picked up on air traffic control radars around Washington, D.C. These radar targets were watched for several hours by air traffic controllers over the night of July 19th and into the early morning of July 20th. (00:10:31)

Several capital airline pilots reported seeing these objects visually as white or glowing orange lights in the restricted airspace over the White House and the capital. By the time two F-94 interceptors arrived from Delaware at 3 a.m., the objects are nowhere to be found. The jets depart and the UFOs are seen to return by another capital airline's pilot. Unknown radar targets continue to appear into the evening of the 20th, and this will eventually culminate in news articles about a 24-hour shoot-down order issued on July 28th, and General Sanford's famous press conference on July 29th. I will point out this shoot-down order, while it was printed in the press on July 28th, was a bit of a myth and kind of a misunderstanding. There apparently was no actual shoot-down order. It was really just kind of second-hand information that got published in the paper. No shoot-down order would have actually been necessary due to the rules of engagement in the area. (00:11:32)

They wouldn't have actually needed a specific shoot-down order. So that's a bit of a myth. The shoot-down order did not happen, but it was widely publicized in the papers at the time. And again, there was the famous General Sanford's press conference on July 29th. But hidden amongst these relatively mundane cases of radar blips and white lights was a more sensational case involving an alleged metal debris sample from a UFO found on a farm in Virginia outside of Washington, D.C. Jeff Knox は「この地域の交戦規則」を根拠にしているというが、軍の交戦規則は交通規則のように一様なものではなく、アラート・レベルや現場の状況を踏まえた指揮系統の判断によって適用されるルールが大きく変化する。

平時における首都防衛体制と、この事件のような緊急事態発生時における首都防衛体制（当然、その詳細は機密）は同じではありえない。核兵器を搭載しているかも知れぬ正体不明機が複数、首都上空を我が物顔に飛び回っている状況下で、

この地域の交戦規則上、撃墜命令は必要ない

などと能天気にのたまう軍指揮官などいない。撃墜しなかったことで生じうるリスク（＝首都が広島・長崎のようになるリスク）が甚大なら、実際に撃墜が可能かどうかとは無関係に、撃墜命令を出さなかった指揮官の責任問題となりうる。首都に正体不明機が侵入したが、無事だったから、結果オーライとはならない。

つまり、当時の首都上空の防衛責任を担う軍指揮官が撃墜命令を出していたとしても何の不思議もない。むしろ、撃墜命令を出さなかった指揮官は後に責任を問われる可能性が高い。躊躇や怠惰 と 勇み足 のどちらを軍上層部が嫌悪するかは言うまでもない。

さらに、軍歴それも将校クラスの軍歴を保有する UFO 関係者も少なくないが誰一人として Jeff Knox のような「撃墜命令は無かった」という主張をしていない（少なくとも私は知らない）。

私は軍事知識が皆無の素人だが、それでも常識だけで以上なような判断は容易にできる。

以上の理由で、Jeff Knox の UFO 情報収集にかける意欲と、調査能力は高く評価するものの、彼の推論・判断の能力には大きな疑念を覚える。
